Financial reporting from outlets like Nikkei highlighted widespread underperformance across numerous portfolio investments, leading policymakers to evaluate sweeping restructuring or total liquidation.

Throughout its operational history, the fund poured capital into various anime and media enterprises, including multimillion-dollar investments in Sentai Holdings and joint ventures connected to Kadokawa creator academies. Despite these extensive injections of public and private capital, mounting deficits forced government panels to reassess the viability of state-backed cultural promotion without renewed budgetary support.
